Not exactly. He does have Goku’s DNA as well, so I think the he would have the same thing in mind as Goku would. Like when Trunks fought Cell, Cell knew that he had a power advantage, but what he earned in power he lacked in speed. He became slower. Power is nothing unless you can make a direct hit.

One punch does not decide a battle. If it did, then Goku would be the winner generally every time because he usually gets the first punch. Any way. Cell also has a technique similar to Piccolo where he can split himself into four different copies of himself for example when he faced goku in the cell games.
