Yeah, when his chakra was gone. That’s how he tapped into it. He also has to be angry or put into a situation where he is going to die. He will not exactly turn into the fox unless he is in a state of anger. Any other time, he will just have his chakra, like in the fight with Neji as you pointed out.

It’s because he was his friend and the fact that he betrayed him is what drove him to the edge to have the chakra of the fox, including the characteristics. He would just have the use of his chakra.

Weren’t we discussing about “Kid Goku” vs naruto?
Goku isn’t a kid anymore at the Namek saga.
And I have some doubts about Goku destroying Naruto,
though he could easily beat him during the namek saga.
