I suppose I can see how that could be a problem. You’re right, it isn’t supposed to be a popularity contest. On most websites reputation is given for a post. A user makes an awesome post that people like, they rep that post. Not because they like the user but because they like the post’s contents. So cha. The rep page in off topic kind of perverted the idea. lol.
I’m still not terribly fond of the idea of only being able to issue a single rep point to a person. But it’s better than certain people giving the same person points over and over again. (myself included because I am slightly biased toward Green_Ninja.

My idea originally with the bar was this and I’ll use illustrations this time, cause I love pictures.
This is the bar that every user would automatically have.
No notches on the bar. They’ll keep that bar until they receive 10 rep points. Once that happens they get one notch in the bar.
If the majority is positive:
If the majority is neutral:
(I tried black, but it didn’t look good on the gray bar’s background...)
If the majority is negative:
So, you get one bar every 10 rep points. This will hold up to 100 points, which will probably take a very long time to reach with the current system. Unless they do one thing, which you might need to address... I’ll explain at the end. >_<
But once they reach past 100, they get a second bar. It’ll look a little different. I don’t really have the time to whip up a design atm, but it’ll have some awesome designs on it to easily distinguish it from the normal bar. This one, however, will fill up not with every 10 points but with every 100 points. This, of course means that they start with one notch because they already have 100 points. So that one will last to 1000. If some body passes 1000 points, which unfortunately I doubt will happen, I can always whip up a third bar that will use increase every 1000 points until they hit 10,000. But with each member only being able to rep a person once... I honestly don’t see anybody hitting 100. *shrugs* It took a long time for Green_Ninja to hit 100 points in the rep page in off topic and we voted for her multiple times. I think there aren’t enough members. >_<
Anyway, that’s my idea for the bars and how to keep it from filling up too quickly.
As for what I mentioned earlier...
Let me use a member as an example.
Car Dice13 has something like 60 accounts. It wouldn’t be very difficult for him to use those accounts to give himself rep, a lot of rep too. So this really needs to be based not only on account but on IP address. It won’t do much against the people who REALLY want to do it. But it’ll keep the honest people from cheating the system.
