force choking isnt that easy (or vader wouldve used it against luke or the sith lord)
as for the light saber, vader isnt fast enough and the light saber couldnt pierce his shield

vader didnt do it on luke because vader was not trying to kill luke. as for the emperor, vader was already badly damged, hes very weak. so he cant use the force or at least hes having a hard time using it.
