what proof do you have he was out of power, provide scans saying he was out o fpower

Everyone can use ki in the same way unless that is a specific special ability one has like only the sayins can go ssj because it is a special ability that only they have.
if so goku couldve created a deathball of his own to combat kid buu’s, however he has never shown the ability to use such a technique just as the androids have never been shown to use kamehameha waves, they dont have techniques that could output such a massive amount of power,

the kamehameha is a technique that allows them to output a large amount of ki, it’s how gohan managed to push back cells blast,
why do yo uthink the characters use technqiues rather than just charge up and fire? the techniques allow them to output large amounts of their energy rather than just throw random balls of it
and numerous amounts of foes have used a kamehameha (cell, buu, gohan, goten, and gohan) so the attack doesnt belong to goku only the fact is they need to use techniques to output large amounts of controlled energy, even is android 18 managed t odestroy the planet she would be killed also (do you notice how no one survived after kid buu destroyed the planet?) not even goku was going to be able to survive and he is much more durable than android 18
