Not really. If I went out and did a bunch of evil deeds, that doesn’t mean I am more capable than the strongest man on earth now does it. Also Sephiroth hardly did anything but take control of Cloud. He couldn’t even destroy the world with his own power. Ash was basically the ruler of the world in Galarians. Sephiroth infected the planet with geostigma and has control of the lifestream, but that will do jackshit for him here.
Ash has immence psychic abilities and is always releasing poisonous toxins. If you get near him, it would be the equivilant of being in a nuclear reactor.
