(dont know much about goku
Goku would win. He has far greater range, speed, and power. Really the only advantage Lucy has is that her arms are invisible. If Goku has a way of detecting them through his sixth sense, then he can easily dodge them. If Goku has any knowledge of Lucy’s powers she is royally screwed.

The things that cut him in half were not planet busting.
I highly dobt Goku can destroy a planet really. He could have done that to all of his enemies. Every character in any show like this needs a weakness. Lucy’s is her arms have limited length.

Lucy for me cause she is so badass.
Goku was also designed to wipe out the Earth as a baby.
I don;t think he would use it on a simgle person. A waste of time. Goku gets close to Lucy, he is gone. Lucy was made to destroy mankind.
The same goes for Goku. The Saiyans are a warrior race that conquers planets. It has been said that Goku could have conquered Earth all by himself. It could have happened if the chip in his head didn’t fall out when his head hit a rock.

This is the way I personally interpret the fight. Lucy and Goku meet and are about to fight, Lucy slowly approaches, Goku uses Kamay kamay ha on her, she deflects it, he flies, Lucy jumps, and chases him Goku cannot see her vectors, and she kills him by mutilation.
