However, Shadow used it to negate any advantage Devil Doom MAY have had by using it...
I consider Shadow superior in this respect.

Back to topic...
Super Shadow was always aware that Black Doom was capable of Chaos Control, unlike Super Sonic, who was unaware of Metal Overlord’s Chaos Control.
Notice how Black Doom kept spamming Chaos Control when he tried to manipulate Shadow into joining his evil forces?
Metal Overlord used it for the first time, and as an attack, so Sonic would obviously be unaware of it.
And that does not necessarily prove Shadow’s superiority.
And Silver is surprisingly slow compared to other hedgehogs. In Super Form, he seems to be about the same. (Based on Gameplay, so it may not be canonical)
