Not all computers have a form of system restore from a partition on the hard disk. Some have it from CD or DVD media, and some don’t have it at all (just the original Windows CD or DVD - you’d have to get the drivers yourself if you wanted to reformat and restart from scratch).
It’s used mostly by large companies. You won’t see system restore setups from custom built PC’s at mom-and-pop shops. It’s just a convenient way of deploying a ready-to-use-out-of-the-box OS for a lot of computers. It gives the option to return to that state if things go awry without the long process of installing the OS and drivers by hand.
