Neji is far superior too Hinata. Notice, Neji is the only one who has currently attained Jounin rank (If your following Shippuuden). Also, Neji absolutely destroyed Hinata durring the Chuunin exams and has since improved the 64 Palm Strike into the 128 Palm Strike.
