It seems to me that if you use the source material (the videogame Final Fantasy VII), this is impossible to call. There’s no way to convert statistics from FF into objective measures of strength, or vice versa. Besides that, Cloud just had the potential to be too powerful by the end of the game; Sneak Attack=Bahamut ZERO or Ultima in one linked slot, along with Quad Magic=Bahamut Zero or Ultima in another makes for an omni-directional, unblockable nuke that will take priority over damn near anything (although I don’t recall whether you’d need an HP/MP Swap to get the MP for either). Can you say “autokill”?
If, on the other hand, we’re using Advent Children as the source, this is not a fight; this is a very special episode of “Cloud Gets Lynched”. Hiei, at the end of YuyuHakusho, was a super-sonic, smart-guided atom bomb. With a superfluous katana. Nothin Cloud was shown performing in AC, including the “upgraded” Omnislash, holds a candle.

Ok; omnislash is blink of the eye speed; in the original game, it consisted of fifteen slashes; in the movie, it appeared to be merely eight. Hiei was fighting at comparable speeds by the third story arc. Which still makes him, at the end of the series, faster than Cloud ever considered being.
Unless of course the supplementary guide lists the attack as composing of thousands of attacks, and it only looks like 8, then cloud still gets lynched if we use advent children.
If we are getting Cloud from Advent Child, he has no chance against Hiei. Hiei was so fast that he looked all over rooms in mere seconds.(At the last episode.)

I’m going with Hiei. He has a chance of winning this battle. Lightning fast reflexes, and let’s not forget the Dragon of The Darkness Flame. Even though he lost to Mukuro, he is not one to underestimate.
To take on someone with as much power and strength as Bui, that’s an impressive feat.

Well Omnislash is a good equalizer, Cloud is not to be taken lightly, he went through a mega flare, with geostigma and came out unharmed, he then proceeded to knock down Bahamut into the ground.

Yes Bui is powerful, But taking someone like Sephiroth on is also impressive.
