Yeah, how many people do you think would trust others with their e-mail? ESPECIALLY when it is public. Before the PM system I shared my e-mail with a friend of mine, and not even a few days later I was flooded with spam from another user having registered me on dozens of sites.
Seriously, the PM system is not the problem. To answer your first question, technically yes we need PM’s or else everything is ridiculously public.
