a few notes:
PIS should not be considered. CIS may be considered depending on the character, but will be dealt with on an individual basis
if there is a debate about where a character should be placed, a vote will be taken....unles its ridculous in which case it will be ignored (ie. goku a sub-skyfather character)
skyfather level beings ware the celestials and they wont be added on the list....or we could make another tier for them.
new rule, in order to move a character up or down, vs. threads must be made and succefully argued. ---
