Well I did want to place Goku like that in those order, but come on, Base Goku is too strong, try comparing him to high meta, and even low herald, he can take couple of them down.
ssj 1 goku should be mid herald, I am hulk fanboy, but even goku base can beat him  so ssj1 goku deserve to be there at least
and ssj 2 and 3 is powerful, so high herald is the place where they deserve,
I know its weird having ssj2 and 3 in same standard, but you can type in extra info behind ssj3 goku(stronger then ssj2) for example | |

at base form he hasnt show nthe ability to bust planets, if anyhting its only possible at ssj2/3
his base form is good o nlevel with people like wonnder girl and ghost rider (if you dont think his base form is on level with them, you dont know the characters)
and no, you dont know muc habout hulk if you think goku at base ca nbeat him
ssj1 is fine with power girl and nimrod (both powerful characters)
ssj2 is definently low herald no higher
ssj3 is mid herald wonder woman and the green lantern (average ones) are on level with him

goku has never demonstrated that kind of power as well as brolli isnt canon to gokus canon

no roshi can destroy a moon, cell at most destroyed a planet
and one super power doesnt determine placement, some characters are stronger than other characters but are in a lower level, some are faster but are in a lower level

ssj2 is strong, so he deserve to be high herald,
ssj 3 is stronger then 2, but he can’t compete with sub-father’s so high herald is good place for ssj3 with ssj2
just place extra wording, letting people know ssj3 is stronger then 2 that all
or mid herald for ssj2 ? I guess its up to you, | |
