why?
becuase in order for any bleach character to be considered the weakest A- class demon they have to kill trillions of B, C, D and E class demons (which also includes millions of demons as strong or stronger than toguro)
i dont think any bleach character can beat toguro in supreme power in a one on one battle

remember how strong toguro was? (survived mountain-city destroying attacks easily and could easily produce these attacks)
i doubt any bleach character can match toguro in terms of strenght and energy output
also A class demons have enough youki to destroy countries at the minimum and the entire surface of planets at the maximum

Given that we see Hiei manage to only do moderately well against a dozen A classes (when he was likely S) before tiring out, I don’t think one tier up is enough for you to beat ALL lower tier.

The only time Yusuke destroyed a mountain was against Sensui, and even then he didn’t destroy all of it.

i have the manga scan for that
hiei killed 500 A+ class demons (mukuro stated he could of killed the minimum of 1000) and he was not tired after killing them
he in fact did destroy a mountain during the dark tournament when he was still a C+ class demon
