Yes, it was stated to be the most radioactive substance that they knew of. How is going to affect him if it gets into his mouth if it’s not going to affect him in his ears?
They both meet and Hulk begins punching her. She goes flying but is unharmed. she is impressed by his power and decides to put him under her control. Like zym said she’s probably fire some phazon into his mouth if nothing else worked. Once phazon is inside of his she’ll try to fly off and hide but the hulk will chase after her still attacking. she will then pretend to blow up making the hulk THINK he won but she’s still very much alive. Thinking his foe is dead and having phazon insdie of him and not knowing he calms down and probably returns to human form. Now that he’s in human form one of three things will happen
1. Dark samus will decide to kill him right then and there. He’ll be dead before he can get mad enough to go hulk again since it’s stated normal creature die in seconds after being exposed to phazon. we even see armored pirates die instantly after being expoded to phazon
2. He’ll instatly die from having phazon in his boy
3. Assuming he can survive having phazon in his body he’ll eventually becomes DS slave and ultimately she has gained control of the hulk.

1. that makes no sense. phazon is stronger than the radiation he’s been hit with
2. Bruce isn’t immune to phazon. he said he’ll return to his human form.
