Base Weiss solidly owned Blood Burst Rosso and Arch Azul Sephiroth was actually struggleing against Genesis nevermind Angeal and remember this was 3 Rosso all of witch are warp speeder’s and Arch Azul is much stronger as he is an Armoured beast yet Weiss beat them and said it wasn’t even a warm up.
Where do you get that Seph struggled against Genesis and Angeal? He looked like he was having a pretty easy time to me.

The Crystal Guest | The way I see it, end-of-AC Cloud and DoC Cloud, is in the same level of Pre-Nibel Sephiroth.
But I think Weiss is superior to even Pre-Nibel Sephiroth. Why? Because his fight with Azul and Rosso was much more impressive than Sephiroth’s fight with Genesis.
And there is no concrete evidence that Genesis and Sephiroth are superior to Weiss. Yes, both of them are equal, and Sephiroth is known as the strongest and greatest SOLDIER ever(meaning that Genesis is that too), but you have to remember that a few people in the world knew about Weiss' existence.
And you have to remember that Weiss wasn’t really a member of SOLDIER in the first place. Deep-Ground is related to SOLDIER, but the two groups are not the same.
Another point, is that Weiss received Genesis' genes while in the womb. Sephiroth received Jenova’s cells in the womb, and in the end(by the time of FFVII and AC), he was even more powerful than Jenova itself.
By that logic, Weiss should be stronger than Genesis, like Seph was to Jenova.
And lets not forget the experiments made on Weiss' body in Deep-Ground, to transform him in the perfect warrior.
That’s why I believe Cloud is at the same level of Pre-Nibel Sephiroth, but would lose to Weiss anyway.
But that’s just my opinion.
