The Phoenix force’s power comes from The One Above All, so does the Heart of the Universe, Living Tribunal’s powers, Thanos' powers, Galactus' powers, Squirrel Girl’s powers, Eternity’s Powers and so on and so on and so on. He is the source of everything they have. The Marvel Multiverse and everything in it and all the power that exists within it, is only a fraction of TOAA’s power. No force in all of fiction is greater or can be greater.
THE ONE ABOVE ALL IS A GOD. He is above Infinity Gauntlet, The Heart of the Universe, Eternity, EVERYTHING.

One-Above-All can do anything. He can turn Phoenix into a piece of chocolate if he wanted and strip Phoenix’s immortality away.

Just because you are an embodiment of creation does not mean you are omnipotent nor omniscient. Phoenix was stopped by other heroes few times, I believe.

I already proved it using the links. Phoenix is not omniscient.
If Phoenix was truly omnipotent as you claim, it would’ve taken Jean’s mind over COMPLETELY. But Jean was able to resist it, so it’s not omnipotent. Besides, the Beast had found a way to neutralize Phoenix’s power temporarily.
Phoenix is not omnipotent. It’s immortal and is the embodiment of creation, but not omnipotent.
One-Above-All is the only omnipotent in the Marvel universe and ever will be.

PW, takes right after Phoenix Endsong. Stepford Cuckoos; Celeste,

In short, Shadow King in control of Mastermind, got a hold of Rachael and killed Jean. This was so, Rachael could inherit the Phoenix Force. He did succeed, however this Jean was just an animated shell with a portion of Jeans Soul. And the Phoenix Force can not die, so it resurrects inhabiting the force.
Well what can I say about my girl Rachael. In her run with Excalibur we find out that phoenix do in fact wield the power to end cosmos (Statement from Galactus, not challenged by Death, The Watcher, or Roma Excalibur #25). This is later restated in Excalibur volume 1 issue 50, during the fight with Necrom. However you must keep in mind, having the power and wielding it are two completely different aspects. And an being an avatar is not an easy job. You hold much burden on your soldiers. You hold eons of knowledge thanks to the memories of the Phoenix. Various universal laws, and rules that are hard to grasp by mere mortals (referring to Master Mind). Incalculable power, that no mortal is meant to handle regardless of how prepared you think your are (referring to Necrom).
We also find out that there is a learning curve, to grasp the Phoenix Force. This is demonstrated by how Rachael begins from having trouble with dealing with Thor level being - to Obliterating Solar System in the wake of her match against established cosmic characters.
