Galactus, since he literally eats planets. He could do the same to Kid Buu, or just erase him from the universe.

Remember Kid Buu can be anywhere he wants with the shikon ido(Kai version) he doesn’t have to lock on to a ki.

not true. buu’s instant transmission is different from Goku’s. Buu only needs to WANT to go somewhere and he’s there. No lock on required
