A 3 year old wouldn’t know how powerful a gun is himself yet if he pulls the trigger and accidently shoots his mom, the gun will do the same damage as if a expert gunman did it. Just because Roshi doesn’t know how powerful it is doesn’t mean it’s fake lightning. ---

But I don’t think OPverse would win. Why?
Even with prep, none of the people have anything close to a Batman like ingenuity so even if SSJ4 Goku randomly attacked they might not be able to create a good plan to defeat him.
