He isn’t really evil? I think anyone with evil in their heart would get affected. Think about it, Everyone is good in their own perspectives but yet the Spirit Bomb works on the likes of Frieza. Kid Buu, well, he just wanted to have some lulz. Thats not really evil.

I doubt he gets the time to do one though unless he uses some kind of Solar flare, kicks him away and then charges one. I think Soul Punisher is going to be more effective.
