Will power take down ability?

Ukoku starts at one of DB’s major city (the city Yamcha got raped by the Androids). The One Above All implanted in everyone’s mind the image of Ukoku and strong reasons why they should stop him. That’s all they know though, his location is unknown and they must find him.

Cell is already born and starts in his lowest form. Goku is cured of his disease. While everyone is specifically out for Ukoku, any measure of powering up is allowed. All characters are in character.

Who’s the first to find him and stop him?

P.S. If this is a curb for Ukoku (lol), make his location known and everyone is already at their strongest in this saga

His best ability is the negating of all existence. Basically he erases someone out of existence. At the moment it’s a pretty short distance (about 10 meters), but his ability to teleport and also cancel out attacks make close range not an issue.

Then that could pose as a problem. The only way that I could possibly see him going down now is if they fight him at a long range, being at a close range would be dangerous.

Couldn’t speed advantage and range attacks help out the DB side though?

Also note that ukoku can’t fly. So that’s another advantage for the DB side. The main issue with this setup is finding Ukoku before he finds them.

They could possibly find them, but not as easy as it would if he has a ki signal, or if he were to reveal himself somewhat by doing something that they would notice.
