Goku third tournament is a good match for Second gear Luffy, Kamisama can sense movements, and can watch the world with his eyes, yet he could not follow Goku and piccolo, one kaioken is a short burst of ki that makes goku Go zoom, he will win.
If you think about it, the techniques are similar, Luffy fill his rubber veins with blood to increase his speed and power, but affecting his heart, and Goku kaioken does it with Ki using a heart beat, if do more than his body strenght can handle, he will beat himself
Really only one kaioken is equal to second gear power up, Goku can do x 20 in the Freeza saga.

if you analize well, when Gurd stop time, Krillin and Gohan allready were in another place, so that move in a fraction of second, Krillin and second gear luffy is a better fight, still i go with Krillin, and his kienzan
