Seriously, Neo MIGHT be able to stop Goku’s ki blasts but 2 things:
He isn’t nearly fast enough to react
He doesn’t even know how strong his attacks are going to be thus he won’t be able to stop them unless he has the correct amount of power(Which I HIGHLY doubt he can stop planet busters, much less whatever SSJ3 Goku can throw out by the end of Z)

Neo is screwed. Truly. He has a VERY VERY low chance of winning.
