Don’t we have rule that without feats or evidence. You can’t rule out “Oh he can do it!"
Clear Note said he would take out 1/10 of planet. Not busting it. Is he moonbuster? Well... Not sure about it. But since we are following feat rule, he isn’t planet buster. imo.
If he were, I wouldn’t put him against OP casts.

And Clear Note’s attack would damage them.
And I also forgot to mention Kanchome’s spell that is more powerful than Tsukuyomi or genjutsu.
He can damage the brains.
Well I am sure Clear Note was a continent buster.
