In the anime, it said the universe or whatever was falling apart, at least the narrarater did.

Nobody in DBZ is on Surfer level, he stalemated Surfer, it was non canon, but so are these characters pretty much. Pretty sure he speed blitzed Thor (not his most powerful form I don’t think), and busted a planet in like three punches. Reed says he’s 100x light speed, don’t have to believe it, but he’s usually right with these things because characters have feats to back it up.

Gladiator vs. Silver Surfer
IMO, this is a good comparing of the two. Showing them as equals. Obviously Surfer has the advantage in versatility that would lead him to beat Glads more often than not. But it shows that Glads is capable of pulling out quite a few wins against Surfer himself.
