I haven’t read the FMA manga, so I’ll just go by the anime.
They’re about even. Roy may be able to snap faster than Zuko can attack, but Zuko should survive initial blasts thanks to natural fire resistance, and can block later ones (he blocked a blast from Combustion Man). Roy, on the other hand, has no way to directly defend against firebending, and is inferior to Zuko in hand-to-hand combat. I say Zuko.

If Zuko gets Close than Mustang might have a problem.
But somthing is telling me Roy’s Fire is alot more powerful than Zuko’s.
i dont think zuko has any natural fire resistance or whatever newby up there said, cause if he did, he wouldnt have that scar... and yes mustang’s fire is more powerful than zuko’s and there isnt really any defending against it, seeing as he fills the air with like gas or something to make that blast, if zuko trys anything in that environment that mustang creates to make teh blast, it might prove fatal for zuko...

Tell me, how could Zuko and Zhao fight barechested like that, without getting even slightly singed? Firebending redirects the brunt of the attack, but there’s still the matter of the flames whipping around them. The only way they could avoid injury is some kind of natural fire resistance. I’m not saying that Zuko is completely immune to fire, just resistant, like how earthbenders are resistant to getting hit with earth.

do you understand what controlling the density of oxygen could do to a fire? and no roy is way more powerful than combustion man. zuko wouldnt know what hit him when roy changes the density.
