A rpg has more destructive force than a cannonball. A cannonball has more mass, but less propulsion and relies on impact force to do the damage. A rpg relies on chemical reaction and force generated shrapnel damage to cause damage.

If a cannon and an RPG met in mid-air, the cannonball would be dense and tough enough to survive the explosion.
