(Goku’s non-power cosmic abilities include what was done in the movies and gt.)Goku is still constantly training, so his power isn’t stagnant. Also Heralds use the power cosmic differently at times, Surfer is probably the best non skyfather with it.
Even if Goku mastered it, he still wouldn’t beat Surfer, but he would be in the high heralds category. ---
