The Power Cosmic has nothing to do with his reflexes. Other heralds have the power cosmic and Surfer would pwn them.

Yes, but he also got his Silver skin, which has nothing to do with it.

He was a normal guy but he had augmentations. Power Cosmic and his physical feats.
Notice how all Heralds have different physical appearance. ---
