i think the combine would win cause theyre from another dimension that could have been around much longer than the one the covenant exist in and they can travel between dimensions and take over other races and add them to theyre army arfet combining them with combine tech.

theyre from half-life 2. basically they go from dimension from dimesion conqurering them and taking inhabitants of the conquered dimensions and enhance them with combine technology.

I am not saying this just becuase i luv halo but the covenant have plasma that can tear through a MAC gun (I hope u all know what a MAC is!)in 2 seconds.

combine have reality guns that incinerate just about anything they hit. and they got XEN and it’s inhabitants which was part of their empire before HL1

i haven’t played HL, but the combine would win, the covies lost half their followers,some of the most powerful parts.
