Ya rly. Banners are just bigger, and aren’t used much as sigs.

Not rly.
Saying they are the same is like saying all graphic art is the same, just in a different size.
The ideas and styles behind banners and sigs are different. A sig is a small demonstration of graphic design centered around a theme or idea and can be quite busy and not have anything to say apart from 'ooo I look pretty'
A banner on the other hand is centred around the promotion and attraction of new members to a location or idea such as a club, site or topic. The banner is also not suited to being too cluttered or abstract as it would prevent the acessability of the people recognising and pursuing the site, topic, club it is designed to promote. To this end, it is best kept simple yet attractive with nothing to destracting and also should portray the central ideal of what it is for.
