And btw, Mew Two CAN control the weather. If you watched the first pokemon movie (i still remember) Mew Two was controlling the weather with just a wave of his hands. Lightning, dark clouds, the very ocean was unstable, rain, hail Mew Two was doing all of that.

There is a reason Mew Two is the strongest pokemon there is.

Unless he actually has that power, then what you wish for him to have is impossible; and Mewtwo would still technically win...

But, if that doesn’t matter, then Mewtwo could still have other ways to fight...he was able to mind-control pokemon and make them fight.
