Can chaos control really control time???

a friend of mine told me that its not really time traveling but its 5th Dimensional Manipulation and i want to see wat yall got to say about it and why it is time control

Well so far in the games Chaos Control has been used to slow/stop time, warp things to other places, teleport, travel through dimension, and traevll through time.
