well here are some scenes but im sure Batman says Caps is better?

Cap is faster stronger, better at fighting has military experience in indistructible shield . Bats may be smarter but that doesnt help him much in this fight.

He has reacted to the person firing the gun. He is not a bullet timer...

He probably try’s to predict where the bullets will go once the person has their hand on the trigger.
