I think the reason why Wobbuffet failed to counter Pikachu was because he used a wrong move.

They said something about using different types of counters to counter physical attacks and elemental attacks.

No. Counter only inflicts double the damage taken, and for it to work, Wobbuffet would have to survive the attack.

And besides, Mirror Coat would be more appropriate.
