Yes, but Ozai could probably burn down a city with comet power himself. I would not say the question is one of power, but of speed and durability.

More or less, I’d give it to Piccolo, also because if Ozai did somehow burn part of his body off, he can always regenerate. Not to mention stretch his hands.

Naw, If I remember he just beat him to a pulp and then flew through his chest. Which must have been the final piece to have him throw up the egg that contained piccalo.

But piercing a Nameks heart does nothing. They can regenerate as long as their head isn’t badly damaged and they have energy left.
