I doubt that the Penance stare would work. Abstract notions of good and evil dosen’t apply to a Hollow they simply eat human souls to fill the void where there heart once was. They rarely attack anything alive.

The only time this may apply is when the Soul of the human that became the Hollow is tainted but then you would have to Prove Cifer as one of these types which you can’t because this is what happens to a tainted Hollow in BLEACH

It doesn’t actually affect people depending on how evil they are,it depends on how much pain they have inflicted on anyone/thing innocent.

Again that is an abstract notion to Hollows. The Penance stare is based on western view of sin while BLEACH is based on an entirely different view which defeats the penance stare. With his strongest attack rendered null what chance dose he really have?
