She is insane
Now depending on her character, she’s either Broken truly, or she joins the nigh/omni club as another super-capable whimsical tier.

First batch of guys lose to GER.
Basically it takes beings with enough of a sheer property like strength or element control or reality control. Green Lantern is the right type of cutoff but their strongest is too low a level.
The other half of those guys are all time and reality warpers that mimic or create what GER does.Copiers like Emerl and Amazo could do it as well.

I don’t know any feats really but her power is the manipulation of boundaries.

As for Yukari...
