Actually, they probably can.

IIRC the War World explosion that took him out was only in the Solar System destroying range. That’s SSJ2 level power.

No. Star destroying range is more like SSJ3 or LSSJ power. SSJ2 is still just large planet buster. SSJ4 is potrayed weaker than SSJ3 so thats not really an improvemt and can only be looked at as a star buster.

SSJ4 is not portrayed as weaker than SSJ3.

Cell was making claims that he could blow away the Solar System and he was significantly less than SSJ2 power. SSJ2 is probably capable of blowing away a Solar System.
