It is arguable. Has he broken through thick steel before?

Plus, even if he could penetrate his armor, he’d need to practically cut his head off like they did with Jason Voorhees in order to win. Voorhees was able to tank eye-gougings, heart-piercings, and other grisly attempts in Freddy VS Jason movie. Jason X was able to tank out a bomb explosion practically unscathed in the Jason X movie. Terminator is going to need to have some powerful s*** if he wants to defeat Jason X.
