No Eggman built it, Metal Sonic just took over. Eggman uses part of the same fleet again in Shadow the Hedgehog.

To tell you the truth. Ganondorf has the power to destroy all of those armies. With the Triforce of Power, he is virtually invincible. The only thing that Bowser has going for him is kidnapping Princess Peach over and over again. And what would he do with her? Nothing. For Ganondorf, when he has Link or Zelda in his clutches, he can summon the Triforce. King Dedede is Just an overweight king with a giant wooden hammer. Ganondorf would summon the powers of darkness and show no mercy on Dedede. Eggman is just a man who wants the power of the chaos emeralds. If Sonic can defeat him, imagine what Ganondorf can do.
