Sonic.

For one he can attack while achieving light speed (Light Speed Attack).

For two he has a time slower with Time Break.

For three he has a blank check for space/time control in the form of Chaos Control. He could just teleport Luffy underwater and be done with him.

...I hope you’re not serious.

Not even the strongest form of Luffy could defeat Sonic.

1. Luffy has no means of time/power manipulation. Sonic does.

2. Luffy isn’t immortal. Sonic is.
