So what can this guy do?

As a Dark pokemon he has full immunity to physic attacks. He survived an attack that was going to destroy a dimension. And can put people to sleep and mess with them in their dreams

XD he pretty much answer this own question. Can we really say Xavier mind reading/controling attack is categorize as physic attack’s like other pokemon?

Well... He still has telekinetic attacks, though I doubt any of those would work.
