whos hiei? and recca cant even fly, thats a huge advantage on the part of ozai. what can reccas flame dragons do to ozai anyway? ozai has enough power to burn the earth kingdom in case you forgot. sure recca has the cooler power, he has dragons after all, but ozai is still more powerful.
