Rukia by far. Haku would probably be equal to an unseated officer as far as speed and power goes. She was taken care by a 0 tailed Naruto, after all.

Haku couldn’t control Rukia’s ice attacks. They’re infused mostly with her reiatsu, Rukia would have more control over her own attacks than Haku would.

The 'ice' comes entirely from Rukia’s zanpakto. Which is different from Hitsugaya, whom controls water around him. Rukia’s 'ice' is comprised entirely of her own Reiatsu, meaning it’s not actually ice as much as it is her spiritual powers brought into physical form through the ice based zanpakto.

Present some proof that Haku can control another’s spiritual pressure or shut up. Mmk?

No, Rukia doesn’t manipulate the water around her, or at least it’s never stated that she does. So without proof you have to assume it’s like a lot of other zanpakto and it creates it’s attacks purely from the person’s reaitsu.

So it’s more along the lines of the chakra that spews purely from Naruto’s body when he’s in his kyuubi states. Ever seen anybody in Naruto manipulating another’s chakra without it being part of their abilities or a special jutsu made to do it?
