Destructive capacity: Building/spaceship level
Speed: Massively FTL (at least trillions of times c, potentially infinite)
Durability: Immune to conventional weapons, otherwise large building/hill level

Alright, if everything that wikipage says is correct, here is my following assessment.
Strength is more then in BLEACH’s range in my opinion he wouldn’t be able to kill anything over Lieutenant class.
Speed: Speed is nasty, if he is that fast BLEACH probably wouldn’t catch him, althoguh fight and flight speed is two different things so I dunno.
Endurance: I’m sure some of the BLEACH characters can hurt him.
Couple this with his abilities I say tie.
BLEACH can’t outright kill him thanks to him not have a Soul, and due to the clone ability they wouln’t be able to outright destroy him with Kido.
He on the other hand couldn’t kill some of the characters thinks to their own endurance. And Hollow and some Shinigami have shown the ability to traverse dimensions so they could get back if he went for a mass ring out.
His Merlin ability is interesting but Shinigami and Hollow aren’t alive.
On a side note if Mayuri had enough time he might be able to come up with something might

Is it before Shrike blitzes entire verses in matter of seconds?
I based my answer off that wikipage. No more no less. It dosen’t prove his battle speed, it just says he’s FTL which I take as travel speed. His attacks wouldn’t take out a Captain class. His endurance seems to be on the same level with in Captain level.
Outside his cloning ability his other two are pointless.
So compile that with how a Shinigami or Hollow work that is how I drew the conclusion tie.

No it is battle speed. Even if it is travel speed, do you really think Bleach cast would even tag it for once?
The Shrike cut through a phase-shift interface that was believed by the technocore to be indestructible (and they can predict everything in the universe with a 98% or so accuracy rate, the only things they can’t predict are things altered by the Ultimate Intelligences). Not to mention the way the Shrike’s blades work is by cutting at a quantum level or lower, so brute force comparisons don’t really work.
In other word, it can solo many mangaverses like One Piece(Logia can be taken out by time travel.) Naruto, Bleach, DBZ. List goes on.
