Broly did everything cell did, only better.
Broly regenerated from being just a pair of legs?
He tanked the same Kamehameha that ripped cell in half with no damage. And an explosion from the inside, then a comet, then being frozen for seven years, then kicking Gohan’s ass. I’d call that better.

We’ve had this discussion on here before. If you go by lightning, than Goku went SSJ2 training with Gohan before cell. You have to do it by hair, and his hair was SSJ2.

No Goku charged longer for the one against Cell and it was also stated to be a planet destroying attack, the explosion on the one against Cell was worse too.

The smoke off of te one from Broly enveloped several city blocks, and he had no damage. And it was still a FP kamehameha, you can tell because he did the whole charge sequence.

Goku had lightening in the hyperbolic time chamber, but was not SSJ2. Later on against Vegeta he ceased having it when SSJ2. You go by the hair, and this was Adult Gohan SSJ2, who is weaker than Teen SSJ2, but still SSJ2.
