Well considering Piccolo in the saiyan saga one shotted the moon with no charge and it is 1/6 earth’s size.....I think you can make an educated guess dude. Cell could make a no charge planet buster pretty easily. It really isn’t that big of a jump considering these things.

You forget that how much ki you have to how fast you chare it differs from person to person, but no worries, everyone seems to forget that lol. Broly can d it really fast, but Goku and the rest, Cell included, seem to take much longer gathering the needed ki from the ki they have.

Well, I doubt Cell would really have to charge for one, but I wouldn’t say he would do it in a ki blast either, it would probably be a beam/blast thing.

You don’t even realize what I’m talking about, do you? Goku was fighting Cell with everything he had, and Cell wasn’t even tired. I’m pretty sure that you’ve read the manga.
And yes, Cell wins. Punching him in his weak spot with a power packed punch will be enough to end it swiftly here.
