We’re using the current characters, no dead characters. And this is Toguro at Maximum power. This is the characters of End Dragon Ball (23rd Budokai Tenkaichi). Manga only. The battle takes place at The Dark Tournament.
Yeah other than him, I don’t think Goku could take him very much easier. Goku got lucky by knocking him out of the ring. Also if Roshi had the time, a moon busting Kamehameha would do the trick more than likely.

Because he actually wanted someone to beat him in a battle. He wanted to experience fear and excitement. And btw, he did destroy the attack, you’re thinking of the final reigun that he fired. This is what I mean.
